As the leaders of Australia, the United Kingdom and the United States, guided by our enduring ideals and our shared commitment to the rules-based international order, we resolve to deepen diplomatic, security and defense in the Indo-Pacific region, including working with partners to meet the challenges of the 21st century. As part of this effort, we are announcing the creation of an enhanced trilateral security partnership called “AUKUS” – Australia, United Kingdom and United States.
Through AUKUS, our governments will strengthen the capacity of each to support our security and defense interests, building on our long-standing and permanent bilateral relations. We will promote more in-depth sharing of information and technology. We will promote further integration of science, technology, industrial bases and supply chains related to security and defense. And in particular, we will significantly deepen cooperation on a range of security and defense capabilities.
As the first initiative under AUKUS, recognizing our common tradition as maritime democracies, we embark on a common ambition to support Australia in the acquisition of nuclear powered submarines for the Royal Australian Navy. . Today, we embark on an 18-month trilateral effort to find an optimal pathway to deliver this capability. We will leverage the expertise of the United States and the United Kingdom, drawing on the submarine programs of both countries to bring an Australian capability into service as soon as possible.
The development of Australia’s nuclear-powered submarines would be a joint venture between the three countries, with an emphasis on interoperability, community and mutual benefit. Australia is committed to the highest standards of safeguards, transparency, auditing and accounting to ensure the non-proliferation, safety and security of nuclear materials and technologies. Australia remains committed to fulfilling all of its obligations as a non-nuclear weapon state, including with the International Atomic Energy Agency. Our three nations are deeply committed to maintaining our leadership in global non-proliferation.
Recognizing our deep defense ties, built over decades, we are also today embarking on a new trilateral collaboration under the AUKUS to enhance our joint capabilities and interoperability. These initial efforts will focus on cyber capabilities, artificial intelligence, quantum technologies and additional underwater capabilities.
The business we are launching today will help maintain peace and stability in the Indo-Pacific region. For more than 70 years, Australia, the United Kingdom and the United States have worked together, with other important allies and partners, to protect our common values and promote security and prosperity. Today, with the formation of AUKUS, we commit ourselves again to this vision.
